The Honourable Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia (Dr) Awang Haji Mohammad Yasmin bin Haji Umar, SPMB, DPMB, SMB, BSc (Hons), MSc, C Eng, FIET, PUJA (Fellow) was appointed on the 22nd October 2015, by the command of His Majesty The Sultan and Yang Di-Pertuan of Brunei Darussalam as the Minister of Energy and Industry at the Prime Minister’s Office. The Honourable Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia (Dr) Haji Mohammad Yasmin has held other senior ministerial appointments including Minister of Energy from 2010 to 2015, and Deputy Minister of Defence between 2006 and 2010.


In addition, The Honourable Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia (Dr) Haji Mohammad Yasmin has a wide range of other portfolios, including the Minister responsible for Patents, Trademarks and Industrial Design; Chairman of the Brunei Research Council; Chairman of the Board of Directors for the Brunei Cancer Centre and Brunei Neuroscience Stroke Rehabilitation Centre; Chairman of Darussalam Enterprise (DARE); Chairman of the Ease of Doing Business (EODB) Steering Committee; Co-Deputy Chairman of the Wawasan 2035 Executive Council; Deputy Chairman of the Foreign Direct Investment and Downstream Industry Steering Committee; Deputy Chairman of the National Manpower Planning Council; Deputy Chairman of Universiti Teknologi Brunei (formerly Institut Teknologi Brunei) Council; member of the PENGGERAK Steering Committee; Board Member among the Board of Directors at the Autoriti Monetari Brunei Darussalam (AMBD); member of the Board of Directors at the Brunei Investment Agency (BIA); and also member of the Supervisory Council for Darussalam Assets. The Honourable Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia (Dr) Haji Mohammad Yasmin has also been an Official Member of the Brunei Legislative Council since 2004. 


The Honourable Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia (Dr) Haji Mohammad Yasmin graduated from the University of Wales in 1979 with a Bachelor of Science (BSc) (Hons) in Electronics and he was awarded a Master of Science (MSc) in Electrical and Electronic Engineering from the University of Loughborough in 1981. Later, he was awarded the certified Chartered Engineer (C Eng) insignia from the Institute of Chartered Engineers. He is a Fellow of the Institution of Engineering & Technology (IET) and the Pertubuhan Ukur Jurutera & Arkitek Brunei (The Brunei Association of Surveyors, Engineers and Architects) (PUJA Brunei).


After his academic studies, The Honourable Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia (Dr) Haji Mohammad Yasmin entered the Royal Brunei Armed Forces as an officer with appointments in Engineering, Weapons, Logistics, Strategy, Corporate Management and Policy, Intelligence and Security, rising swiftly through the ranks of the Royal Brunei Navy to retire as a Colonel in 2003 when he was appointed as a Permanent Secretary in the Ministry of Defence. During his military service, The Honourable Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia (Dr) Haji Mohammad Yasmin has attended courses, seminars and workshops in the United States of America, Australia, Japan, Republic of Singapore and the United Kingdom. Amongst them are the Command and Staff Course in Singapore in 1986; the 22nd Army Staff Course Division 1 at the Royal Military College of Science (RMCS) in United Kingdom (1987); the Defence Research Fellow Exchange Programme at the National Institute of Defence Studies in Japan (1991); and the Australian Defence College (1999).


During his distinguished career, The Honourable Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia (Dr) Haji Mohammad Yasmin was conferred a number of Honourary Titles by His Majesty The Sultan and Yang Di- Pertuan of Brunei Darussalam. It was during his tour as the Director of Intelligence and Security when His Majesty The Sultan and Yang Di- Pertuan of Brunei Darussalam conferred him the Honorary Title - "Pehin Datu Singamanteri". On 15th July 2003, The Honourable Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia Haji Mohammad Yasmin was conferred the Most Honourable Order of Paduka Seri Mahkota Brunei, Second Class, which carries the title "Dato Paduka". On 15th July 2006, The Honourable Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia Haji Mohammad Yasmin was conferred the Most Honourable Order of Seri Paduka Mahkota Brunei, First Class, which carries the title "Dato Seri Paduka". On 15th July 2010, The Honourable Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia Haji Mohammad Yasmin was conferred the Sultan Hassanal Bolkiah Medal, First Class. On July 2011, The Honourable Pehin was conferred the Distinguished Service Order (Military) by Singapore. On 15th July 2011, The Honourable Pehin was conferred the Darjah Setia Negara Brunei Yang Amat Bahagia 1st Class – P.S.N.B. which carries title “Dato Seri Setia”.


Foreign governments have honoured The Honourable Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia (Dr) Haji Mohammad Yasmin with His Majesty King Abdullah II King of Jordan granting the Grand Cordon of Istklal (Order of Independence [First Degree])”; The Distinguished Service Order (Military) (Singapore); the Order of Sikatuna with the rank of Grand Cross by President Republic of Philippines; and Ridder Grootkuis in de Orde van Oranje-Nassau (Knight Grand-Cross of the Order of Oranje-Nassau) by Her Majesty Queen Beatrix of the Netherlands on 16 January 2013.


Pehin Dato Mohammad Yasmin is married to Datin Hajah Noryasimah binti Abdullah and is blessed with one daughter.
